Can HOA require dog DNA test?

Question:

Can the HOA require current owners to give DNA on their dogs? Our association wants to hire a company that comes out twice s month to pick up dog waste and the company will do a DNA on pet waste to determine which dog. The association wants to have each pet owner pay a 55.00 deposit per pet, if you are caught not picking up waste through this company your deposit goes towards that fee, plus the association will assess a fine. My question is, can the HOA implement this? I know apartment complexes do this but not sure If a HOA can.  Colorado
