Condo association might have to pay back shared expenses

Question:

Our Condominiums in New Hampshire have always, in Rockingham County of New Hampshire Deeds, had "shared expenses" with another Condo Complex. In 2014, Board President stated talked with an attorney noting "No JUA on file on registry".  2019 Owners were told other Condo Complex suing us for non-payment of shared expenses/JUA since 2014.  We, as Unit Owners have always paid into condo fees (including amount of JUA portion) Now we are told as mitigation is beginning, We, as Unit Owners, may have to contribute (Assessment) to pay back what's due to other Condo Complex. We were NEVER told Board President stopped these payments, (2014) yet shows on All financials.
