Condo complex is in default of financial agreement

Question:

I have owned condo since 1986. I live in a Condo Complex.  Board President several years back with no disclosure to owners stopped paying the "shared agreement" with another, different condo complex on same road. The amount now is approximately $70K we owe to this other different condo complex. I totally Agree with the other, different condo complex as Per State of New Hampshire, per County shows the "shared agreement" in detail. This is what I would consider a LEGAL Document/Agreement. We as owners did pay condo fees which included "shared agreement", but were NEVER TOLD by Board President they were never applied re: Budgets/Financials. It was in Litigation but now Mitigation. Why should we as condo owners have to pay this "mess up" from the Board President? We, as Condo Owners were absolutely unaware that Board President stopped paying "shared agreement" yet we paid the monthly condo dues to go towards this?
