Condo owner worried about basement water damage


Question:

I'm in Michigan. The flooding, a few years ago, resulted in LOTS OF WATER DAMAGE TO MY BASEMENT. From the bits and pieces of information, I get the feeling the condo president put stoppers in his basement holes, and didn't turn on the SUMP PUMP. (Stoppers inside the condo, is illegal!) The city inspector, when I discussed this illegal matter, "brushed me off". If I sell my condo, I'll have to pay lots of money to fix my basement floor. What would you suggest I do? (Sue the condo president? Sue the condo board? Other?)
