How man vendors needed for Nevada HOA improvement project?


Question:

Has anybody ever experienced this?  We have a capital improvement project where we will be removing front lawns for zero scape.   Our property management is say we should get at least three bids just on the designs and then let the community vote on favorite designs. Pick top three and then get at least five bids on installation. Then pay the person whose designs were picked to oversee the installation. The three bids I get. The rest seems like bad business and wasted time. Why on earth would the landscaper making the designs not want the entire project? I think they would be OFFENDED if we pick their landscape art designs and not pay them to install them. Is it just me here?  Sparks Nevada.
