Insurance denies condo building damage claim. Who pays now?

Below is the a statement from HOA insurance Denial. Several units have experienced sagging of floors, interior doors not closing owners can not repair structure, so would the HOA be responsible for repairing the cause of the damage?

Regarding a condo in Florida: The separations and cracks in the floor, wall, and ceiling coverings in Units, 262, 263, 327, and 329 were not related to the construction activities that took place in Lola’s between April 15, 2020, and June 5, 2020. The separations and cracks in the wall, ceiling, and floor coverings in the subject units had been caused by the downward deflection/sagging of the raised floors system due to long-term creep and from original construction and/or design defect
