Is our condo association over-charging owners?

Question:

I believe our condo association is charging more than needed at 20% over budget.  Wouldn't the money be better kept in the owners' hands?  We can always assess.  The board disagrees and the owners are split on this issue.  We have one year's budget already in reserves.
