Who should pay insurance deductible for damaged boat slip?


Question:


I own a boat slip at my condo. My "finger", which shared with me on the right and another person on the left, was damaged by a huge piece of ice. Half of the "finger" broke off.
1. Who should be responsible for the insurance deductible from the master boat insurance policy? My association is stating the individual dock owner is responsible, not the boat association?  Today the deductible is $1,000, tomorrow the deductible could be $5,000.  Laconia, New Hampshire
