Condo owner's tenant causes damage. Can we make him pay?

Question:

Georgia condo owner who is several years in arrears in dues payments has leased unit. Tenant started a fire on back steps that damaged siding of building and door. Insurance deductible is $3,000 and repairs are less than that. Can we make unit owner pay for damages?
